Our Mission
It is the mission of Housing Kitsap to provide quality affordable housing and homeownership opportunities to families and individuals with our local communities.  Together with the support of the Board of Commissioners, employees, residents and community members, we provide the foundation to create a safe place to call home.

As we embark on another calendar year, it is with gratitude to all staff, Board members, and participants that we can report that HK is on a continued upward trajectory. The progress made in recent years is amazing and will serve to assist Housing Kitsap in providing and expanding affordable housing in Kitsap County.


Looking back at 2024 brings a few accomplishments to mind some of which are listed below:


The Housing Kitsap Voucher program has been brought back “in house” after years of an agreement with Bremerton Housing Authority for administration. Housing Kitsap is excited to have this program back under its wing and we look forward to working with participants and landlords.


Additionally, the Public Housing Program has been exited, replacing the subsidy with Project Based Vouchers and Tenant Based vouchers, and changing the name of these units to HK Homes. This process had been discussed for several years and is finally a reality. This increased the voucher count available to Housing Kitsap for the community by 136.


HK increased its Project Based Voucher subsidy units at other developments by a total of about 30 county wide, which increases subsidized housing in our communities.


We are happy to report the Audit for Fiscal Year End 6/30/2024, which received praise from the auditors, has been submitted to HUD as of 12/30/2024. This is a rapid completion and shows the progress made in the past several years.


Housing Kitsap’s Self-Help Homeownership Program worked with participants to create 12 new homeowners! There are currently 20 homes under construction which we expect to result in 20 new homeowners in this upcoming year!


With the updated software system, residents can now pay rent on-line! Future implementation will include processing eligibility documents online, as well.


Because of a partnership with the City of Poulsbo, eight new subsidized units are under construction and expect to be ready for occupancy this spring or summer.


Grants were awarded for capital improvements at Kingston, Heritage, Madrona Manor, and Golden Tides II.


Events at the Federal level this week have many of us wondering what is next. There are certainly unknowns. Housing Kitsap is looking for opportunities during these uncertain times for growth of affordable housing units in the community as well as opportunities for improvements at existing sites.


We are very much looking forward to 2025 and what we can accomplish together!
